Type-II-Partnerships may
be the major outcome of the World Summit for Sustainable Development.
Particularly in the water sector, partnerships among governments,
businesses and civil society organisations will be launched and
considered as a way of implementing sustainable development.
Many crucial questions remain, however. Civil Society, for example,
is asking: Who is really setting the goals for partnerships? What
are the rules? Who will monitor them and ensure equity among partners?
Who is accountable? And how will they be evaluated? While many governments
call for a broad range of partnerships, they refuse to frame these
in the Political Declaration
or in the Plan of Action.
The Heinrich Boell Foundation and the National Wildlife Federation
invite governments, businesses and non-governmental organisations
to scrutinize Type-II-Partnerships launched in Johannesburg and
to discuss how the urgent but open questions could be answered to
ensure healthy water for people and nature in the coming decades.
