GLOBAL TAXES FOR GLOBAL PRIORITIES

Forum, WEED, and the Heinrich Boell Foundation in anticipation of the
Financing for Development Conference in Monterey. The paper, authored
by James Paul of Global Politicy Forum and Katarina Wahlberg of the University
of Stockholm, follows an International Rountable by the same title held
in New York on May 6, 2001, as an FfD side event.
The 30-page paper provides an overview of global tax proposals and assesses
progress, problems and strategic issues. A useful bibliography and list
of web-links is included. This paper is the fourth in a series of policy
papers (and related rountables) sponsored by the three organizations in
the runup to the Fanancing for Development conference.
